Howard County Circuit Courthouse
The new Howard County Circuit Courthouse is the largest capital project in Howard County history and replaces the County’s 175-year-old historic courthouse that presented numerous deficiencies and challenges.
The 238,000-square-foot circuit courthouse features space for the Howard County State’s Attorney, Howard County Sheriff, Howard County Bar Association, Maryland Public Defender, Clerk of the Court, and Register of Wills. The new facility includes courtrooms for six judges, a large jury assembly area, a cafeteria. The project also includes a 682-space parking garage adjacent to the building.
Clark Construction is part of the Edgemoor-Star America Judicial Partners (ESJP) team that was selected to design-build-finance-operate-maintain the new circuit courthouse. Edgemoor Infrastructure & Real Estate, an affiliate of Clark Construction, led the project development. The ESJP team includes HOK as the lead architect and Johnson Controls as the facilities manager. S2N Technology Group, another affiliate of Clark, is also a part of the project.
This project is the first availability-payment structured municipal public-private partnership (P3) to reach financial close in the US, outside of Long Beach, CA. The P3 contract between ESJP and Howard County covers a 32.5-year term.
