Atkinson/Clark Team Upgrades San Ysidro Land Port of Entry

Capping off three years of construction and nearly one million worker hours, the joint venture of Atkinson Construction and Clark Construction Group (Atkinson/Clark) has reached substantial completion at the San Ysidro Land Port of Entry (SYLPOE) Phase 3 project.

SYLPOE Phase 3, which was completed on schedule and on budget, helps the GSA improve the experience of travelers crossing the border and addresses increased travel delays due to traffic volume in the busiest land port in the western hemisphere.

Atkinson/Clark’s scope of work for the third and final phase of the SYLPOE project included:

  • construction of a new southbound vehicular operations facility consisting of a headhouse, primary and secondary inspection canopy and booths
  • expansion of the northbound vehicular operations facility with an addition to the narcotics building, and primary and secondary inspection canopy and booths
  • construction of a new employee parking structure
  • installation of temporary buildings and infrastructure to maintain port operations
  • access roads, security fencing and gates, geo-exchange system, site lighting and video surveillance systems, tie-ins to existing facilities and a new storm water management system.

The new SYLPOE is on track to achieve a LEED platinum rating, with sustainable features such as a solar photovoltaic system, a solar thermal hot water system, and a geothermal heat exchange system. A ribbon-cutting ceremony for the new campus is scheduled for December 17.
