Clark To Lead Design-Build of DoD/BRAC 133 Project

ALEXANDRIA, Va. – Clark Design/Build and Shirley Contracting Company have been awarded a $695 million contract to lead the design-build of the Department of Defense’s BRAC 133 Project at Mark Center in Alexandria, Va. The U.S. Army Corps of Engineers will provide design and construction oversight on behalf of the Department of Defense and Department of the Army. Duke Realty Corporation of Alexandria, Va., is the project developer.

The 16-acre DoD campus, part of the 2005 Recommendations of the Base Closure and Realignment Act (BRAC), is part of the nearby Fort Belvoir installation and provides 1.8 million square feet of office space for agencies of the Department of Defense, including organizational elements of the Office of the Secretary of Defense and the Washington Headquarters Services.

Clark will lead the design and construction of a 15-story and a 17-story office tower, with the buildings connected through the tenth level. Additional work includes the design and construction of two parking garages, a transportation center, a visitor access control center, and a remote inspection facility.

The two office towers and garages are designed to achieve LEED® Silver certification, while the visitor center will seek LEED Gold certification. To maximize the project’s LEED construction credits, the Clark project team will use low-emitting, recycled, and regional materials, as well as employ a comprehensive construction waste management plan.

Located on a site within Duke’s Mark Center business park at the intersection of I-395 and Seminary Road, the DoD campus will enhance the department’s ability to provide administrative and operational support for several of its defense agencies and field activities. The campus will fulfill goals established by the Secretary of Defense Base Closure Commission, including providing more efficient, cost-effective, and improved military services.

Work on the DoD/BRAC 133 site began in December 2008 and will be substantially complete by mid-September 2011, to meet BRAC law. 

The project’s major design partners include HKS, Inc, Washington, D.C., and Wisnewski Blair & Associates, Ltd., Alexandria, Va., project architects; STUDIOS Architecture, Washington, D.C., interior architect; Southland Industries, Dulles, Va., mechanical contractor; and M.C.
