Clark Construction Group, LLC and the Shirley Contracting Company recently broke ground on two interchanges being constructed on Route 28 in Loudoun County for the Virginia Department of Transportation (VDOT) under Virginia’s Public-Private Transportation Act. Three of the six interchanges are now under construction.
The intersection at Route 28 and Route 625 is being replaced with a partial cloverleaf to include a four-lane bridge to carry Route 625 traffic over Route 28 and a flyover ramp from northbound Route 28 to westbound Route 625. Construction started in March 2003 to widen the bridge over Broad Run from four to six lanes. Also included in the work is a bridge to carry Route 625 over the W&OD trail, a major safety improvement for trail users. This interchange will be completed in Fall 2005.
The intersection at Route 28 and Route 606 is being replaced with a cloverleaf interchange and a four-lane bridge to carry traffic over Route 28, which will be completed by early 2005.
Further south on Route 28 in Fairfax County, work continues on the interchange at Air and Space Museum Parkway (formerly Barnsfield Road). Clark/Shirley will complete the four-lane bridge over Route 28 and the new entrance to Sully Historic Site next spring.
Last fall, VDOT signed an agreement with Clark/Shirley to develop, design and build the interchanges. Ultimate plans call for construction of a total of 10 interchanges and widening Route 28 to eight lanes. Clark/Shirley is responsible for right-of-way acquisition, utility relocation, site development, design and construction services.
The Route 28 Tax District is providing 75 percent of the cost of improvements in the corridor through special tax collections. VDOT is contributing more than $70 million of the $200 million project cost.
Loudoun County is the second fastest growing county in the nation. More than 100,000 cars a day use the segment of Route 28 just north of the Dulles Toll Road. By 2012, transportation officials estimate this segment will carry 200,000 cars a day.
