Intercounty Connector, Contract D/E

Location:
Beltsville, Maryland
Client:
Maryland State Highway Administration
Contract Value:
$89,000,000
Year Completed:
2014

Intercounty Connector (ICC) Contract D/E will complete the ICC by constructing the final segment between I-95 and US 1 in Prince George's County. Shirley is leading the IC3 design-build team, which also includes Clark, Facchina Construction Company, and Trumbull Corporation. Dewberry and Davis is IC3's design lead.

The ICC Contract D/E project requires designing and building 0.9 miles of four-lane, tolled roadway with a partial interchange and crossing bridge at Virginia Manor Road and a continuous flow signalized intersection at US 1 near the Muirkirk MARC commuter rail station. Additional work includes 0.7 miles of improvements to US 1, 2.4 miles of resurfacing on I-95, and construction of 2.4 miles of collector-distributor roads adjacent to the north- and south-bound lanes of I-95. One new bridge will be built on Virginia Manor Road crossing over ICC as part of the interchange to aid in servicing the local community with access to and from the toll road. Additionally, several visual cues will alert motorists that the six-lane highway is transitioning to the four-lane boulevard and then to a signalized intersection. These include reduced speeds design, the addition of curbs and gutters, and denser and more formalized landscaping and lighting.

To minimize the impact of construction on the local community, the IC3 team will be attentive to their work schedules, noise, dust, haul routes, maintenance of vehicular and pedestrian traffic, staging areas, retaining walls, and employee parking.

Clark and Shirley were part of the joint venture team that delivered ICC Contract C.

Sustainability

While comprised predominantly of new highway construction, ICC Contract D/E also encompasses wetlands protection and environmental features. Environmental components include stormwater management ponds adjacent to I-95, Bio Retention Basins and Ditches, Bear Branch Stream and MD 198, and sound wall reconstruction and retaining wall construction in the area of the MD 198 interchange.
